The plan failed mostly as a final engagement and/or hearing to clear the air on 15 revisions was voted down by some on council, thus causing the unexpected 5-4 voted defeat of the plan. See the full 2017 OCP with revisions in pdf [highlighted blue]. Here the 15 revisions at a glance.
450 people attended the hearing on June 27, and 43 people spoke on the community plan, the Township received 98 written submissions. 4,000 people attended the public engagements, over 16 months, costing the Township of Langley $175,000k. Also $225,000 was spent on staff resources. The [BFCA] Brookswood-Fernridge Community Association www.BrookswoodFernridge.org has provided resources to encourage additional participation in the OCP process, as have many others.
There still is a chance the 1987 plan will take effect with less protection of the land during development, than a properly updated OCP would provide. An Official Community Plan carefully crafted to include the revisions, with one final public engagement and hearing, could be the better solution for the area during the next 30-40 years.
