October 25, 2018 Update
Campbell Heights Industrial Area – -Ebco Metal Finishing and Weir Canada.
Earlier this year the BFCA joined with others in Langley and Surrey to appeal the granting (by Metro Vancouver) of an air quality emissions permit to Ebco Metal Finishing. Ebco attempted to have the BFCA appeal to the Environmental Appeal Board dismissed because it was not received in a timely manner and, because the BFCA group was outside of the geographic area that would be adversely impacted by the emissions from their facility.
The Environmental Appeal Board denied Weir’s request for dismissal stating that:
“…on a prima facie basis, that the BFCA’s interests, and/or the interests of at least some of its members, in drinking water or human health may be prejudicially affected by the emissions authorized under the permit.”
The Ebco Appeal Hearing will be held in Surrey on April 15-18, April 23-26, and April 29-May 3, 2019.
The BFCA has also appealed to the Environmental Appeal Board, the granting (by Metro Vancouver) of an emissions permit to Weir Canada.
In addition to trying to protect the public from adverse health risks, the appellants are asserting that Weir Canada ”… successfully concealed its use of lead from the MVRD authorities from 1990; firstly in Richmond and subsequently in Surrey. The Surrey location is meters above the Brookswood Aquifer which supplies potable water to thousands of citizens”
The Weir Canada hearing will be held in Surrey on December Dec 3-7, Dec 10-14, and Dec.17-18.

The Good News:
Subsequent to the granting of emissions permits to Ebco Metal Finishing and Weir Canada and, at least partially the result of the appeals launched by Surrey and Langley residents and organizations, the City of Surrey has taken action and will no longer permit the location of industries requiring a Metro Vancouver air quality permit to establish within the Campbell Heights Industrial Area
